Taylor Burrell Barnett secures Development Approval for Karratha’s new 4-Star Hilton ‘Double Tree’ Hotel.

Issued by the Pilbara Joint Development Assessment Panel in March 2013, the approval constitutes a significant win for TBB, who successfully led the multi-disciplined consultant team through the site investigation, design and approval process despite considerable complexities.

One significant challenge was designing, modelling and gaining regulatory stakeholder acceptance to deviate an adjoining arterial drain in order to create a land parcel large enough to accommodate a quality development outcome.

Parking was also a key issue, with the Shire ultimately agreeing to support a reduced parking requirement on the basis of demonstrated land use reciprocity and an agreed monitoring process, inclusive of set ‘triggers’ which, in the unlikely event that a problem arises, ties the developer to providing additional facilities.

For stakeholders and local residents, the hotel’s planning approval is welcome and encouraging news given the significant drop in recent investment in the Pilbara as a result of falling commodity prices and the high Australian dollar.

Located in the North West corner of the existing Karratha Town Centre, opposite the future Health Campus on Balmoral Road, the Double Tree is a key development that will positively contribute to the ongoing revitalisation of the Karratha Town Centre, taking up some of the slack created by Mirvac’s decision not to proceed with their own town centre proposal.

Boasting 144 guest rooms, 22 serviced apartments, a street-facing alfresco dining area, infinity pool, fitness centre and function room facilities, the hotel greatly enhances the range and quality of accommodation facilities in Karratha. What’s more, local residents will benefit from access to the hotel’s associated facilities, including a public lounge, bar and restaurant, and function rooms ideal for the holding of important community gatherings and local weddings, an identified need within the community.

The Development is fully financed with the Landowner consortium is keen to progress implementation as soon as possible. Arrangements to secure the necessary portions of adjoining crown and the detailed building design are well advanced, with earthworks expected to start towards the end of 2013. The growing momentum is a sure sign Hilton remains confident of its investment in the Pilbara.
