Quartz Estate is currently being planned as a composite Special Residential / Rural Residential community located south of South Hedland. The development will consist of approximately 130 lots ranging in size from 4,000m2 to 2.5 hectares. Quartz Estate will provide lifestyle lot opportunities to the under-supplied Pilbara Housing market, based on providing high amenity for future residents.
Taylor Burrell Barnett is the lead town planning consultant and has previously managed the project consultant team. Specifically, we have provided statutory, community consultation and design services to address concept planning, statutory approvals through the preparation of a Development Plan, Scheme Amendment proposal and Section 76 request, and the preparation of Plans of Subdivision and the associated applications.
Quartz Estate is located in a flood prone area which has required specific design consideration to accommodate offsite flood impacts, and enable road and dwelling construction. In this regard, Taylor Burrell Barnett, in consultation with the project engineers and hydrologists, has prepared a design and subdivision layout which will accommodate offsite flood impacts and drainage through the site, including the discrete locating of dwellings to ensure a high level of amenity for future residents. In this regard, the subdivision layout has been designed so that drainage structures, to be constructed as part of the subdivision of the site, will have limited impact on future residents. As part of the design process, we have ensured that areas of natural significance on site such as existing vegetation and creek lines will be protected.
Taylor Burrell Barnett has negotiated many significant outcomes for the Client and the community. Our biggest achievement to date was obtaining the support of the Minister for Planning through a Section 76 request, which successfully sought the Minister’s intervention and support for the Scheme Amendment during consideration by the Town of Port Hedland; despite the Town’s initial objection. This has culminated in the Scheme Amendment since being adopted by the Town of Port Hedland, and recently advertised in the Government Gazette. The support of the Minister through a Section 76 request is a rare feat and TBB remains proud of this accomplishment.
Of particular note, we also negotiated suitable traffic and transport outcomes following feedback from the local community and, most importantly, integration with the existing Bosna Rural Estate located to the north of Quartz Estate, through appropriate subdivision design. Subdivision approval from the Western Australian Planning Commission has been received, finalising the planning approval process.
