Herdsman Glendalough Area

Transforming Perth’s largest business park into a vibrant mixed-use corridor.

 

The Goal

The City of Stirling was seeking to create a transformative vision for the Herdsman Glendalough area that should see the area evolve from an expansive business park into a modern united use urban centre.

The project featured a strong relationship between urban renewal and rapid transit development, and included collaboration with Curtin University in modelling transit-related scenarios.

Our Role

TBB was engaged by the City of Stirling to prepare a planning framework for the redevelopment of the Herdsman Glendalough area, consisting of:

  • A comprehensive Local Structure Plan with a focus on urban density and built form;
  • A Detailed Local Development Plan;
  • Transport and Retail assessments; and
  • A Transport and Infrastructure funding strategy

As the project aimed to be a community-led outcome, the project team facilitated a number of workshops with key stakeholders and the local community throughout the development of the planning framework, including a ‘Visioning Workshop’ attended by local and State government authorities and a series of ‘Community Workshops’ focusing on the objectives of landowners and community members within key precincts.

The Outcome

The overall framework created is enabling redevelopment of an area in transition from traditional industry and large format retail to a vibrant mixed use, fine grained urban community.

Another key outcome was the creation of an innovative funding strategy involving Development Contribution Plan, Transport Infrastructure Funding, and State/Federal funding.

It is envisaged the area will emerge as a major mixed-use urban transformation with a vibrant and cosmopolitan mix of activities, supported by a rapid transit system and a quality public realm.  The area will encourage walking and cycling as well as provide a high standard of inner city living, working and leisure.

 

TBB demonstrated an excellent understanding of built form and public realm provisions consistent with the precinct vision and developed a plan which balanced the needs of the precinct’s key stakeholders. – City of Stirling
