The Goal

The Springs comprises approximately 14.7 ha of land in close proximity to Central Perth, on the doorstep of the Burswood Peninsula and with uninterrupted northern edge frontage to the Swan River foreshore. The vision for the Springs was an active commercial ‘edge’ to Great Eastern Highway with a mixed use development transition to an internal residential heart.

Our Role

The TBB-led multidisciplinary team prepared The Springs Structure Plan to facilitate the transformation of the subject land into a vibrant, urban neighbourhood characterised by a range of medium to high density housing types.

Outcomes

Challenges within the statutory and stakeholder environment included private landowner conflicts, complex and progressive land assembly by LandCorp, MRS zoning rationalisation, traffic management and access from Great eastern Highway, conflict between government agencies, and a difficult local political climate.

In terms of timeframes, an extremely tight programme was established of 4 months for the preparation and delivery of a complex Structure Plan and design guidelines, including inputs from engineering, traffic, landscape, architecture, and property, and also including engagement with Council and the WAPC. This requirement was successfully fulfilled with the Structure Plan document being completed in one month.
